Think of it this way. The fine for littering is typically a grand. You have
put out on the net the location of your littering. It's like saying "come
and get me!"

Now I suppose we can say we left something behind, kind of like a "lost and
found" issue. Certainly items left in a water proof container should not be
considered the same as a empty cigarette pack.

I think this is an issue, so I think it is important ethically that the
person who places the stash should be responsible for it and be prepared to
remove it, when and if this becomes necessary.
