I happen to be a letter carrier for the US postal service, and if I did happen to see something suspicious stuck to the bottom of a blue collection box (not knowing about this game), my instructions are to: 1. call my supervisor, and 2. call the cops. It might be the other way around, :) but I _know_ i need to let the boss know about it sooner or later in the situation (or any other situation for that matter.. :) No matter how you figure it, it's a bad idea..
I personally dont think we should worry about urban caches quite yet, unless you really do have a good spot (like in a park).. I think there's still plenty of sufficiently rural areas for caches to be placed in, given a modest amount of travel time, no matter where you live.....
