Either alternative works. It's a chicken vs egg question. Which comes
first, the traffic or the newsgroup? Traditionally, Usenet answers
that question by demanding the discussion traffic come first.

That means you have to pick the closest existing newsgroup to start
your off-topic discussions and put up with the inevitable criticisms
for posting off-topic. Eventually, you get support for a separate
newsgroup, as much from the people glad to see you go as from
geocachers wanting a home of their own.

Because sci.geo.satellite-nav was the group that introduced
geocaching to the world a year and a half ago, that's the most
natural place to take our off-topic discussions, IMHO. So, if the RFD
goes nowhere, I suggest you just start posting there.
